GENERAL DESCRIPTION:

You will report to the Chief of Security and will:

Oversee and manage( DCSA, DOD, IC) accreditation of VSA’s payload processing facility (PPF) to accommodate a variety of sensitive missions and customers at various classification levels. Follow the 32 CFR 117 (NISPOM), ICD, and other government regulations, to administer routine aspects of the DOD, Intelligence and other industrial security programs to ensure compliance with government and company security policies and procedures. Your duties include support to both collateral level security programs and sensitive compartmented information programs. Primary duties include completion of eAPP/Agency nomination packages, completing DD-254 packages, preparation of visit authorization letters (VALs),use of DISS, NBIS, NISS and coordination with customer security representatives to process security clearance requirements. Protect classified government information, monitor security procedures, ensuring compliance with all aspects of the program including personnel, physical and administrative security systems and procedures. Conduct security briefings and conduct security education programs briefings. Investigate losses and security violations and recommend corrective actions. Have the ability and flexibility to move from one task to another and to be available for a variety of tasks as the need arises. This is a uniformed position.

RESPONSIBILITES AND DUTIES:

  1. Take charge of overseeing and managing all facets of the National Industrial Security Program (NISP), including compliance with 32 CFR Part 117 NISPOM Rule, Intelligence directives, Industrial Security Letters (ISLs), Security Executive Agent Directives (SEADs), and other FAR/DFAR-related security directives to maintain the FCL portfolio within the National Industrial Security System (NISS) database.
  2. Serve as the acting Insider Threat Program Senior Official, taking charge of overseeing and implementing the Insider Threat Program plan in alignment with the regulations of 32 CFR Part 117 NISPOM Rule.
  3. Demonstrate successful engagement and collaboration with the Defense Counterintelligence and Security Agency (DCSA).
  4. Interpreting and applying policies, developing and implementing security programs and training, drafting plans and procedures to ensure mission success, update compliance records with corporate policies and national security regulations.
  5. Be an active member of the security team
  6. Assist with preparing clearance request packages
  7. Self-driven and results oriented, capable of effectively working multiple tasks
  8. Rotates between different post assignments at various VSA Facilities
  9. Responsible for safe-guarding classified national security assets. Serves as an Alarm Respondent for the Alarm Monitoring company for response within customer requirements during trouble calls (Live within 15 minutes of MARSCOM preferred, Maximum of one hour required)

EMPLOYMENT STANDARDS

General Education: High School Diploma or Equivalent

Job-Related Experience:  Prior Facility Security Officer, with law enforcement and/or military experience preferred. DCSA, DOD, and IC accreditation / management of secure areas.

Certifications: Active Secret (S) clearance required. Must meet the qualifications to obtain and maintain TS/SCI with CI polygraph 

Desired:

·      Completed CDSE course - Introduction to Personnel Security.

·      Completed CDSE course - FSO Certificate for Possessing Facilities

·      Completed CDSE course - FSO Role in the NISP.

·      Completed CDSE course - Introduction to Industrial Security.

·      Completed CDSE course - Essentials of Industrial Security Management.

Licenses, etc.: Valid driver's license is necessary when operating a vehicle while on agency business.

 

CONDITIONS OF EMPLOYMENT

Knowledge: Preferred minimum of five years of experience in access control management, developing and administering security programs, working knowledge of NASA Access Management Systems and NASA’s Identity Manager.

Skills:  

  • Effective verbal and written communication skills                  
  • Organization and attention to detail                      
  • Proficient with Microsoft Office or related programs
  • SharePoint experience preferred

Physical Demands: While performing the duties of this job, the employee is regularly required to sit; use hands handle, or feel and talk or hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand; walk; climb or balance; stoop, kneel, crouch, or crawl and taste or smell. The employee must regularly lift and /or move up to 40 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

 

Work Environment:  While performing the duties of this job, the employee is regularly exposed to fumes or airborne particles; toxic or caustic chemicals and risk of electrical shock. The employee is frequently exposed to risk of radiation and vibration. Work environment involves significant risks with exposure to potentially dangerous or extremely adverse conditions which require a range of safety and other precautions, e.g. fieldwork on launch pads, near high pressure and cryogenic systems, near extremely energetic materials.  The employee is occasionally exposed to wet and/or humid conditions (non-weather);working near moving mechanical parts; outdoor weather conditions; extreme cold(non-weather) and extreme heat (non-weather). The noise level in the work environment is usually loud.

Must be 18 years or older

Must be able to successfully complete the yearly VSA Security physical fitness / qualification course (Obstacles, 1-mile run, simulated arrests / grappling)

Must be able to obtain and maintain eligibility for issuance of a NASA credential.
